Preventing Illicit Transactions Related to Advanced Conventional Weapon (ACW) Systems: An Operational Manual for Armenia
The Center for Strategy and Development (CSD) has developed and published an Operational Manual for Armenia dedicated to preventing illicit transactions related to Advanced Conventional Weapons (ACW) systems and their components.
The manual provides practical guidance for government institutions, private sector actors, and civil society organizations on how to recognize, assess, and mitigate risks connected to sanctions, export controls, and dual-use goods. It draws on recent global enforcement trends and includes case studies, compliance tools, and red-flag indicators tailored to Armenia’s context.
This resource is intended to serve as a reference point for building stronger national and institutional safeguards against proliferation risks.
