Project Description

To bridge the gap between the community and police in 2018 the MIA introduced a community-oriented police unit with the end goal to prevent and counter crime. In pursuit of these goals, CSD assisted the MIA in addressing its urgent need for effective communication tools.

Since the community police institute was still in its inception phase, the action plan proposed by the communication strategy offered a structure for ongoing citizen engagement in forming the institution and its future development.

The objectives were the following: (1) to identify public attitude and awareness towards police through a qualitative study in the city of Tbilisi; (2) to increase social acceptance and improve trust in the community officers among the citizens in Tbilisi; (3) to develop a communication strategy and respective action plan for the community police by American and local experts.
